
Housing Bill is Moving in Congress

IN A RARE CASE OF BIPARTISANSHIP, leaders of both parties are moving quickly on legislation to boost the sluggish housing industry. Enactment is likely this year, perhaps before Congress leaves on its summer break.
THE MEASURE PASSED IN A KEY COMMITTEE VOTE earlier this week, backed by two very unlikely allies — Sens. Elizabeth Warren (D-Mass.) and Tim Scott (R.S.C.). They don’t agree on much, but there’s a widespread consensus that the sluggish housing industry needs aid.
SUPPORTERS ARE HAILING the package as a significant step toward solving the ongoing housing affordability crisis in the U.S. A separate package, not expected to pass soon, would lower or kill the capital gains tax on housing.
THE BIPARTISAN BILL, known as the ROAD to Housing Act of 2025, contains directions to increase the nation’s housing supply, encourage construction, improve affordability, and increase oversight and efficiency in federal regulators and housing programs. These measures should help make housing more affordable after skyrocketing prices and historically elevated mortgage rates over the past five years have pushed homeownership out of reach for millions of Americans.
THE BILL WOULD tackle a main reason behind the unprecedented surge in home prices which followed the covid outbreak — a lack of inventory across the U.S., the result of underbuilding after the subprime mortgage crisis which started in 2007.
THE MEASURE unanimously passed the Senate Banking Committee on Tuesday. It was a historic markup for the committee, which hadn’t passed a bill in 17 years. Lawmakers said a key feature of the bill would reduce or abolish zoning and environmental restrictions that have slowed construction.
